There is no deadline for pre-consensus. It is not possible to give you a useful date for that. But we are close. You can see the progress on avalanche.cash.
The 5million tps really is just the max theoretical capacity. This theoretical 'hard-limit' will be achieved after the 'scaling' segment of the e.cash/roadmap is completed.
It is one of the things that has a lot of time, because our current hard-limit is more than enough.
